Request for Proposal: Strategic Site Readiness Support Services
1. Introduction
Huron County Economic Development Corporation is seeking proposals from qualified consultants or firms to provide strategic site readiness support services. The selected consultant will assist in creating an inventory of development-ready sites in Huron County, using nationally recognized criteria to evaluate site readiness.
2. Background
The Huron County Economic Development Corporation exists to support industrial, agricultural, and commercial industries through expansion, retention, and attraction activities within Huron County. We seek to better serve these expansions and future attractions by developing a list of strategic sites that are poised for future development. Thanks to an investment from the State of Michigan in Strategic Site Readiness programming, our organization will be equipped to enhance economic development by identifying and preparing sites in Huron County for future investment.
3. Project Overview
The purpose of this project is to develop a comprehensive inventory of development-ready sites which will:
• Identify sites with high potential for future development.
• Assess infrastructure and utility capacity to support future development.
• Evaluate environmental conditions and other constraints.
• Categorize and prioritize sites based on readiness for investment.
4. Scope of Work
The selected consultant will be responsible for the following tasks:
1. Site Identification and Data Collection
• Collaborate with local governments, utility providers, and regional stakeholders to identify potential development-ready sites.
• Utilize GIS mapping and spatial analysis tools to assess site characteristics.
2. Site Assessment and Readiness Evaluation
• Evaluate site readiness using recognized criteria such as transportation access, infrastructure availability, zoning, environmental conditions, and workforce proximity.
• Categorize sites into readiness tiers (ie: Tier 1: fully development-ready, Tier 2: needs infrastructure improvements, Tier 3: long-term potential sites).
3. Database Support
• Partner with EDC to create a digital, centralized database within the EDC’s Hubspot CRM to locally manage site inventory data.
• Assist EDC staff with creating database entries in the statewide strategic sites inventory.
4. Reporting & Deliverables
• Provide regular progress reports and a final report summarizing findings.
• Deliver in partnership with the EDC a fully functional site inventory database complete with site profiles.
5. Proposal Requirements
Interested firms or consultants should include the following information in their proposals:
• Company overview: Background, experience, and relevant expertise.
• Project approach: Detailed methodology and approach to complete the scope of work.
• Team qualifications: Resumes of key personnel and their experience.
• Project timeline: Estimated timeline for completion of major project milestones.
• Budget and fee structure: Detailed budget with breakdown of costs.
6. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Demonstrated experience in working with rural communities and rural constraints.
• Expertise in site readiness assessments and inventory development.
• Technical expertise in GIS mapping and data management.
• Familiarity with Michigan’s SSRP guidelines and compliance requirements.
• Cost-effectiveness and value for services offered.
